The RFC-defined maximum line length for IRC is 512 bytes (including CRLF), and the
maximum length of the message payload on any such line can be calculated reliably
by predicting how it will appear to recipients -- which is possible by knowing how
you appear in /who, and by subtracting from 510 the lengths of:

the hostname my IRC server thinks I have (i.e. may be my vhost, or may have been changed post-login by a /sethost type command) +

For example in the message ":fffffffff!root@127.0.0.1 PRIVMSG #sc :Hello!",
everything before "Hello!" is 39 characters, thus "Hello!" could have been
up to exactly (510 - 39 =) 471 characters long.
I don't see mIRC sending constant WHO <mynick> commands to IRC servers, so I don't
know which method it uses to stay aware of what the server thinks its user's userid/
hostname are. However mIRC *does* seem to aim for *and* hit the 510 character limit,
and for that reason, I'm lead to think that it is doing the calculation shown above.
And since it *is* doing that calculation, here are the bugs:
1) Substantial: when short nick/ident/hostname/channel string lengths are involved,
mIRC splits messages way too short (well before the 510 limit).
2) Minor/perfectionist: when longer nick/ident/hostname/channel string lengths are
involved, it does correctly respect the 510 character limit, but undershoots it
by 2 characters (it splits between characters 508 and 509). (If the message
contains spaces, it *can* undershoot it by 1 character, splitting between 509
and 510.)
All the above is demonstrated below (highlighting is to make trailing spaces visible).
Note: these PRIVMSGs were sent from an unscripted mIRC 7.19, but the same behavior
remains in 7.23 Beta.
