This is information that was obtained by Donald Friedman of Napa, CA thru FIOA. It documents the effects of various Electronics Weapons, from Lethal to Non-Lethal in their specific design to be used against Human Targets.
The reason this information is so pertinent and important at this time is that this technology has been deployed and is actively being used against U.S. Citizens by Local Law Enforcement and other Government Agencies with ties to Homeland Security, CIA.
They are being used against persons without Warrant, Criminal Conviction. They are employed against anyone who the Government has deemed a threat to the Status Quo, Political Mal-Contents, Dissidents, or People that know too much about their Criminal Enterprise and continuance of corruption.
I have experienced the use of Two versions of this Weaponry that I know of, on at least 5 different occasions. The use of this technology against American Citizens without, or even with any means of due process is Criminal and Treasonous. Any Persons involved with the use of this technology should be killed without trial, or further forethought. The are the enemy of everything Our Nation is supposed to represent.
I'm not talking about pretend killing. I mean take a rifle barrel and shove it up their asses and pull the trigger. If they can't even process the concept of the Constitutional Protections, and the Sovereignty of Individual Freedoms, "They Are" the New Al Qaeda.
The depth of Corruption that has led Our Country to this point, is so pervasive that Voting is no longer an option. "They" have declared War on the American People, and it's only fitting that "We the People" serve it up to them in kind.

Effects of:
Experienced what would be described as brief confusion of thought.
Micro-Wave Weapons appear to produce scrambling effect to thought process. When Texting,
or Typing, characters will be easily written in jumbled state. Similar to Dyslexia
of spelling ability. When writing words like treat, it will come out transposed as
'traet', or please may come out as 'plaese'.
The Effects may last from 15 minutes to 3 Days, depending on number of
occurrences and severity of contact.

Torture. There is no correct thinking individual that would advocate, or employ
they use of such technology against Humans. Much less fellow American Citizens.

The Government has also deployed and authorized the use of Microwave/EMF emitting Weapons Technology. I have had it used against my person on at least 4-5 occasions. They use itas a behavioral deterrent and method of Psychological Warfare.
The First Occasion was in 2007-8. Once at a Main Police Facility in Sacramento, Ca, as I passed through the Metal Detection Security Station. And another occurrence at a Local Fast Food Restaurant I had frequented between the years of 1987 and 2009.

In the case of the Police Department Incident, I as seeking out a Police Lt. that I had developed a sense of trust when I was a Freelance Newsman to find out if I could have him take possession of a 9mm Handgun that I felt might fall into the wrong hands, as I had already been economically disabled and was living in my truck. I got blasted with the "Non-Lethal" Weapon as I passed through the Check Point. They knew I was coming to Facility before I ever got there. - Through cellular communications Monitoring and Real-time Surveillance of my Person.
It basically Disorients you from 15 minutes to 3 weeks depending on the severity of exposure. Things that are most prevalent are a tendency to mix-up words, in both voice and in text messaging, and a disconnection with basic memory functions such as name/face recognition, cognitive skills.
At the Restaurant occurrence, there was a new employee I had never seen at the Restaurant, and she came over to where I was seemingly just to clean nearby tables when she said something like, "It Sure is warm OVER HERE!" And that's when I got blasted though the wall next to my booth. Instantly dis-oriented, the Story Manager rushed over to my position and stuffed a Newspaper in my face, and pointed to a picture of a pole vaulter that had just won some local competition, and said, "Can You Read that Name!" It was the name of the photographer that was credited for taking the Newspaper Photo.

As struggled to clear my vision, I said, "It appears to be Russian?" He said, "That's Right!" He said, "Did You know that every time I went to a Game, When I wanted to Get a Picture of my Kid in Action, I could never get a Clean Shot because a Russian Photographer was always in the way!"
He then said, "This White Guy - He made it over the Bar 3 Times, and We never thought he would make it over once!" I said, "This looks like High School?" He said, "This is High School!" -- As in: Sarcastically, "This is High School! Buddy!" Tone Inflection.
I told him I had been having some trouble with people in town, and he asked "What Kind?" I told him, "Politics." and that was the end of our conversation.
Upon later Reflection? ...The use of the Russian Photographer always being in the way - was a Metaphor for Me - The Guy who was always Rushing to News Scenes. The People involved in this bullshit are all ex-military/national guard or law enforcement types and are very big on the use of OSS (Pre WWII CIA) type visual metaphor and non-verbal communication skills.
I made my way back to my truck which was parked right out the rear door. As I got into my Vehicle, I notice 2 elderly gentlemen loading some equipment into theback of a large blue truck with a Camper Shell. One of the Gentlemen looked over at me in my truck, then look to his partner and made a swirling hand motion with his hand near his temple. I took it to mean the scrambling effect for the device.

They got in their Vehicle and proceeded away. It was a very distinctive Truck like I had not seen before. I sat in the paring lot for a short period to recover long enough to feel they I could safely drive my vehicle.
Two years later, I found that Vehicle. It was in some Photos I had taken in 2006 of a USAF Air National Guard Military Installation,that I had linked with Cellphone and Electronic Communications Interference in 2006. Unknown to me at the time, when I made my findings known on various web outlets, the Photographs contained EXIF Meta Data that included my name, California Driver's License Info, and Camera/Camera Settings. And while I had made no attempt to keep my identity secret, or the reason for Photographing the Facility, they did take it upon themselves to Hunt me down and Use that stated Weapons Technology against my person 2 years later in 2008.
The Truck that I Found so Unique? ... They have 5 of Them, and a connection that predates the attack on my person by 2 years.
